Practical documentation for running elections and helping voters.

Manager Runbook
  1. Create election and securely store election code + manager secret.
  2. For Normal elections: choose ballot mode (Chip/Table/Ballot) and constraints.
  3. Authenticate on manage page with manager secret.
  4. Begin election and confirm state is Begun.
  5. Monitor ballot totals and incident reports during voting.
  6. End election and wait for Finished state and tally completion.
  7. Review electee/elector reports and download exports.
Teller Runbook

Tellers are for ballot entry and adjudication only. They do not manage election lifecycle.

  1. Open teller URL with teller token.
  2. Ballot Entry: enter unique reference ID, enter votes, submit, confirm success.
  3. Do not reuse reference IDs in the same election.
  4. Adjudication (post-close): review undetermined ballots and mark valid/invalid.
  5. For valid adjudication, correct vote entries and save.
  6. For invalid adjudication, provide a clear reason.
Voter Guide

Plain-language instructions for ballot submission, warning interpretation, and common troubleshooting.

  1. Open your election link and verify election title/description.
  2. Complete ballot using on-screen mode (Button, Chip, Table, or Ballot).
  3. Review entries before clicking Vote.
  4. In confirmation dialog, read warnings and correct issues if needed.
  5. Submit and wait for confirmation page.
Warning conditions include:
  • Required vote count mismatch
  • Duplicate votes
  • One or more blank vote rows
Election Day Checklist
Pre-open
  • Manager secret verified
  • Ballot mode verified
  • Teller token tested (if used)
  • Support contacts available
During open
  • Monitor turnout and issue rate
  • Track incidents with timestamps
Close
  • End election and confirm Finished state
  • Export reports and archive
  • Resolve undetermined ballots if present
Incident & Escalation Guide
Escalate immediately for:
  • Manager authentication failures across multiple attempts
  • State transition failures (Begin/End not taking effect)
  • Large burst of token validation failures
  • Suspected secret or token exposure
Escalation path: Election Manager → Technical Admin → Security Owner.
